psa recurrence after surgery

my psa at surgery was 5.2,pathology was neg semenal vessels, negative lymth nodes and a gleason of 3+4. Tumor volumn was 5% of gland.

I havent had another psa since the .1 one. My question is this an indication of local or metastic dease and if local would salvage radiation help.
