I always put things that look too good to be true under close scrutiny. The article mentioned the Forbe's site (below).

To get a personal loan the person must become a member. WHAT MEMBERSHIP ENTAILS IS NOT DISCUSSED. It sounds wonderful on the surface, and has received awards from CNet and others. But I'm also a bit jumpy about being a disabled U.S. person on Social Security disability (as that person is) getting a loan from Japan.

I wonder if like my one friend in college, she signed papers and welfare was providing her with grants to get her education to get her accountant degree--but she was required for so many years to work directly for welfare as a "payback." I told her what if she decided she hated being an accountant and wanted to walk away or hated working for welfare. I lost track of her when she finished that college and transferred to another one.
