UK Law for medical file access

I moved abroad and wanted to have access to my medical files from the GP Practice in Scotland and was told it is not that easy. First I would have to write and post a letter to the GP Practice in Scotland stating that I want to request transfer/access to my medical file and also my new docs address in the Netherlands. Second I would have to make an appointment to see the doc in the UK and discuss why I want the file. Thirdly the Doc in the UK will only give me copies of relevant information that is required for my Lyme Disease and not everything. I was told that after 3 years a closed file is destroyed, so why don't just give me the file!!!! (file closed 2005 and is due to be destroyed this year). Luckily I am going to Scotland in September and they will not allow me to pick up my file by hand and the copies are only allowed to be posted, so dumb the system and wonder what the rules of law are for this subject.
