Sometimes yes, they will file a claim while a prior one is already pending. The reason is that if you're denied and all your appeals are denied, you have another one already in the works and don't have to start all over waiting years. I'm considering this option. Also, until you go to court, you cannot present any new evidence the first two denials. So if things have changed, you've gotten worse, etc (like me, I got my fibro diagnosis 2 years into my claim) you can file a second claim on the increased symptoms, diagnosis, etc that isn't on the first claim. Follow her directions. If you don't understand, ask her to explain it in plain english. Write down what she says, so you can remember it and go back over it later, or go over it with family/husband.
